Handicap International seeking Regional Coordinator, East region - Sri Lanka

Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.
Country context :
Since 2004, two major events have increased the vulnerability of people with disabilties in Sri Lanka. In December 2004, a tsunami ravaged part of the country's coastline, killing 30,000 and displacing 800,000 people. The affected areas will suffer the effects of this disaster for years to come.
Since april 2006, the north and east of the country know some period of upsurge in violence because of the
armed conflict breaking out again between Sri Lankan government and Liberation Tigers of Tamil Eelam (LTTE). While the conflicts decreased in Eastern region, the ceasefire signed in February 24, 2002 with Norway brokering peace negotiations has been cancelled, announcing a.full scale conflict in Northern Sri Lanka this year.
Handicap International has established itself in Sri Lanka as one of the key organisations in disability through a broad range of complementary projects. While providing an immediate and adapted response to each event, the Handicap International programme also supports funding projects to ensure better long-term care for disabled people.
Our projects are deployed in Hambantota, Batticaloa, Ampara, Trincomalee and Vavunyia, as well as at national level in Colombo.
Job context :
A lot of projects are located in the Easthern region : Ampara, Batticaloa and Trincomalee
Through a physical rehabilitation centre in Batticaloa and outreach projects, our services have enabled adults and children with disabilities to access appropriate rehabilitation services.
We also develop a broad social inclusion programme through the development of four CAMID’s (Centres for Accessibility, Monitoring and Information on Disability). Three of them are located in easthern region : Ampara, Trincomalee and Batticaloa. The objective of those centers is to enable local organisations and People with Disabilties to receive advice and assistance on many issues including accessibility, inclusion in education, vocational training, livelihood development and accessing appropriate rehabilitation services where needed.
Main objective:
Under the line management of the Country Director and in close cooperation with technical referents based in Colombo, the Regional Programme Coordinator will undertake the overall responsibility for the coherence and development of the HI program implemented in Easthern region in regard of the defined HI strategy in Sri Lanka and in close co-operation with local and international actors.
His main task will be to :
Supervise the implementation of the programme and the coordination between projects and services.
Ensure the development of the projects : coherence of the projects with the strategy and general policy of HI in the country, new project proposal, reporting and monitoring.
Represent HI with local and provincial authorities, and with all relevant stakeholders in the region
Manage the team (around 70 staffs) including on direct management : 5 project managers, 2 technical advisor and one support services manager. A new set up in process will require to accompany the team in there new function and organisation.

Profile sought :
General profile with a proved experience in project management and projects development.
Strong experience in team management / capacity building and co-ordination
Previous experience in tense area is mandatory
Strong interest for emergency response as well as for development activities and for disability.
Excellent communication skills and a commitment to team work are essential to ensure cohesion with other programme and partner staff.
Languages : English mandatory, French an advantage
Remuneration : Volunteer or salaried status based on experience
Volunteer : 750 or 850€ + allowance, accommodation, medical coverage and insurance
Salaried : 2300 to 2500€ monthly gross salary + benefits
Length of Mission : 12 to 24 months
Start date : 15th of September 2008
