Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.
Job context:
Handicap International is presently into an emergency preparedness phase with local partners and hospitals in North province to handle with hypothetical displacement of population and assume its responsibilities with disabled persons in emergency situation.
First assessment in Vavuniya and Mannar was done by our team in September 2007. Handicap International representatives met various partners taking part of the contingency plan as well as meeting local partners working in the field of disability. Various workshops were organised with the local authorities, aid community and hospital staff : on disability in displacements/relocations and on disability management and prevention within hospitals with medical staff from Vavuniya, Mannar and Kilinochchi hospitals.
Job description :
Under the line management of the Regional Coordinator North Sri Lanka and in close cooperation (functional link) with Regional Coordinator and project staff of the Eastern Province, and with the technical referents in Colombo, South-Asian region and headquarters, the Disability and Emergency Project Manager will be responsible of a team of 5 staff. He/she will :
undertake the responsibility for the development of the Handicap International projects implemented first in Vavuniya and Mannar districts and secondly in Kilinochchi district with regard to the defined HI strategy in Sri Lanka.
represent HI at level of the relevant local health and social authorities of North Sri Lanka for any matters related to the HI Projects
Specific objectives:
The project manager will be responsible for :
1 - Projects’ implementation : coordination with other dept., global implementation of the project, regular reports, link with donors
Current projects’ consolidation : partnerships, coordination meeting, network
Assessment and development of activities in the hospitals : need assessment, training, development of partnership with local hospitals and other International NGO
Setting-up of a contingency plan : identify the practical aspects of the implementation of a contingency plan for the North province, identify the relevant CBOs, DPOs and others relevant organizations/partners to be included in this contingency plan
2 - Future projects’ development : Ensure that the new orientations to response toward persons with disabilities in emergency situation are taken into account within Handicap International framework : participate in the development of the projects strategies, identify any others partners to further develop the disability network, develop plan of action with the local authority, provide relevant inputs with regards to new projects’ proposal writing including new orientations to ensure proper funding and adequate means for the implementation.
3 - Representation of Handicap International : in close coordination with the regional coordinator, represent Handicap International with the relevant local authorities, and with all relevant stakeholders in these districts
4 - Team management : To inform the different team member about Handicap International program orientations and strategy, develop clear plan of action, ensure regular evaluation of the staff capacities, ensure the continuous monitoring of program’s activities by setting-up communication and reporting system between the different members of the team for the Northern Province.
5 - Administration and logistics project follow up : Ensure that HI procedures and mechanisms are respected by the line managed staff
Post constraints : Volatile context, difficult security condition. Ability to cope with stress due to security management in tense areas
Profile sought :
Physical rehabilitation background (Physiotherapist, Occupational Therapist) with a proven experience in project management, or general project management profile with a proved experience in Disability issues
Established experience of projects in the field of disability within a emergency set up
Ability to work within a large network of local & international stakeholders and prioritize actions
Experience in project writing and reporting
Previous experience with Handicap International is an advantage
Capacity to work independently and without constant supervision
Capacity to co-ordinate, organize, and transfer knowledge
Languages : English mandatory, French an advantage
Remuneration : Volunteer or salaried status based on experience
Volunteer : 750 or 850€ + allowance, accommodation, medical coverage and insurance
