Handicap International is an international organisation specialised in the field of disability.  Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International’s actions and campaigns.
Country context:

Cambodia is a country of 14 million inhabitants, of which 50 percent are under 18 years of age. The majority of Cambodians live in rural communities (81 percent). The number of PWD is estimated to be between 4.9 and 10% of the population.

A constitutional monarchy since 1993, the state religion of Cambodia is Theravada Buddhism.

In this context, people with disabilities suffer from a wide range of problems and form one of the most vulnerable groups. In a country where assets and income are constrained, most people are prompted to rely on physical labour to generate income. A reduced capacity to undertake physical work definitely limits disabled people's access to employment. Besides, care for people with disabilities limits the amount of time family members can spend on livelihood activities and increase the likelihood of poverty. Socially and economically isolated, Persons with Disabilities (PwDs) and their families are extremely affected by the lack of social services, education, job or income generating opportunities and the increasing market competitiveness.

Job context :

The Cambodia programme is working in the capital Phnom Penh, and in the 2 provinces of Battambang, and Kompong Cham. The orientations for the Social and Economic field are: Inclusive Education, livelihood including wagged and self employment, social support and protection and accessibility: 

  • Inclusive Education :  Hi has developed a project “Education for All”, focusing on inclusive approach for children excluded from schools based in Battambang
  • Livelihood project to develop the Income Generating Activities (IGA) of small entrepreneurs and to provide outreach support to the families of Physical Rehabilitation Center. to promote the equal opportunities of PWD (People with Disability) to obtain decent work and so on…..

Post constraints :

Living conditions in Cambodia are fairly good for international staff. The position is based in Phnom Penh and will require frequent travelling to provinces. 

Job description  :

Under the direct supervision of the Field Programme Director, and in coordination with the others coordinators, the Domain Coordinator will have the overall responsibilities in the management (operational, human resources (recruitment and follow up of his/her staffs), fund- raising/finances and communication) of several teams (currently 4 with 3 PM (one project close before June).

The DC main focus encompasses

  • - Supervise, guide & mentor Project Managers & their teams in a capacity-building perspective;
  • - Establish multidimensional links within HI & HI and its partners, including donors, at National and Regional levels with a view to enhance the association's visibility and thus the effectiveness of fund-raising;
  • - Implement HI’s overall approaches: right-based approach; support to local organisations, Disabled People's Organisations (DPO) notably.

    The DC is answerable for implementation of validated operating procedures within her/his domain:

  • - The DC guarantees that the domain's operating procedures & rules are in line with the Programmes operating procedures and that these are applied;
  • - The DC guarantees that the projects developed are in line with the inclusion dept policy papers at the HQ and he/she contributes to dissemination of existing internal or external good practices and resources.
  • - The DC is responsible to coordinate all capitalisation process in the domain of Inclusion in Cambodia and facilitate exchange of experiences and resources in the program and region. 
  • - The DC is responsible for ensuring the existence of security measures for people and material, and that these measures are respected within the domain;
  • The main objective for the next 5 years is to consolidate the current projects and to develop the dynamic and orientations of the Social and economic Inclusion field (wagged employment, psychosocial, etc).

Profile sought :

The main skills and knowledge expecting from the applicant will be on Social issues and project management as the social stake will need some new dynamic and orientations. The time dedicated to livelihood might request as well some skills in professional inclusion (socio eco background).

Experience Requested :

-  Master degree in any social science or the related professional experience supporting an ability to analytical thinking;

- Background in economy or professional inclusion in link with social science would be appreciated. 

  • Strong autonomy, initiative and sense of responsibility;
  • Proficiency in self-governed project cycle management: exploratory missions, programming with partners; project proposal writing, including logical framework and budget; monitoring; evaluation;
  • Experience in working with people with disabilities or as a minimum experience with excluded groups
  • Ability to foster creative team work within the teams and with the partners;
  • Ability to engage in project management: operations, finances & fund-raising, human resource management and communication, both internally and externally
  • Desirable : Experience of Asian countries

Languages: English proficiency is essential for project documentation and oral communication with the teams and the partners; French is a plus.  

Remuneration: Volunteer or salaried status based on experience

Length of Mission: 2 years
